The Health Department wants to make it clear that if a person is in a waiting period for a pending COVID-19 lab test, they must self-isolate at home for the entire period until they are notified of their test results. A healthcare provider will only take a swab sample from someone that meets the CDC criteria for COVID-19 testing, and since those criteria are strong indicators that an individual could be infected with the virus, they must assume they have the virus and could spread it. During this waiting period, the person should remain isolated in their home and avoid contact with other people. Only a negative lab result can release a person from this period of isolation.
